Analyzing Impact of Transportation Tax Benefit

In February 2009, Congress substantially increased the benefit available to federal taxpayers who use public transportation to commute to work. Barring Congressional reauthorization, this enhanced tax benefit is scheduled to expire at the end of 2010. Bennett Midland was engaged to analyze the effect of the higher transit tax benefit on mass transit ridership. We gathered data from transit systems around the United States, and conducted a range of analyses to understand utilization of the increased transit tax benefit. As part of this engagement, Bennett Midland also conducted a comprehensive review of the scholarly literature on transit price elasticities throughout the United States.
